Shine Wanna Aung

Shine Wanna Aung is the Founder and Director of Southeast Ascent Partners, a consulting firm that empowers organizations across Myanmar and neighboring countries through strategic evaluation, applied research, and evidence-based program design. In this role, he sets the organization’s strategic direction and designs innovative, context-responsive programs that strengthen monitoring and evaluation systems, improve program effectiveness, and build local capacity for data-driven decision-making.

In addition to his leadership at Southeast Ascent Partners, Shine is an independent consultant with extensive experience in impact evaluation, public policy analysis, and applied research across Southeast Asia. With a strong foundation in both academic and field-based approaches, Shine supports organizations to design and evaluate evidence-based programs that improve effectiveness, accountability, impact, and sustainability.

This expertise is built on a solid academic background, as he holds double master's degrees: one in Public Administration from University College London (UCL) and another in Public Policy from the KDI School of Public Policy and Management (Korea). His work reflects a unique combination of policy research, technical program design, and ground-level implementation experience across development sectors.
